Job Specifications
Duties and responsibilities will entail:
- Spearheading the development of human and institutional capacity in public policy to support the national government, county governments, private sector and other stakeholders at the Institute
- Providing leadership in the development and maintenance of a national reservoir of public policies and research resources to support effective policy making and decisions
- Spearheading the implementation and supervision of the Young Professionals programme
- Establishing strategic partnerships, networks, and linkages at county, national, regional and international levels to strengthen public policy processes and practices
- Providing leadership in the development and implementation of policies, programmes, strategies and plans governing the directorate functions of coordination of Capacity Development, partnerships and knowledge management
- Spearheading development of investment and resource requirements for effective delivery of the directorate functions
- Initiating and coordinating joint research, consultancy, and knowledge-sharing initiatives with partners, ensuring outputs are of high quality, policy-relevant, and aligned with the Institute’s strategic and research priorities
- Overseeing mobilization of adequate resources for effective implementation of the directorate programmes and the Institute
- Spearheading the development, implementation and review of Directorate annual Work Plans and budgets and Procurement and Assets Disposal plans in line with the performance targets and strategic plan
- Spearheading the development and implementation and review of corruption prevention and mitigation strategies in the directorate
- Providing strategic leadership in execution of risk management policy and strategies that ensure the Directorate has a robust system and processes of accountability, risk management, internal controls, business continuity and succession management
- Providing strategic leadership to ensure continuous improvement of business processes and controls in the directorate and develop mechanisms for corporate consultations, increase public participation and involvement in Authority’s policies and programs
- Leading in implementation of a robust performance management system within the Directorate through providing oversight of the delivery of the Annual performance contract and strategic plan
- Spearheading the implementation of principles of Corporate Governance, relevant national policies, guidelines, and directives within the Directorate
- Foster a corporate culture that promotes ethical practices and good citizenship within the Directorate
- Providing strategic leadership in supervising, coaching, Mentoring, training and development of the Directorate staff including the Young Professionals to ensure an effective and motived team
- Spearheading the development and marketing of Policy Capacity Development programmes
- Spearheading the implementation of the youth and mentorship programmes, and other Policy Capacity Development initiatives
- Overseeing collection, collation and dissemination of public policies for county governments, national government and international policy stakeholders
- Overseeing the publication of the Institute’s research findings
- Managing knowledge management in the institute
- Establishing and maintaining effective relationships with key stakeholders including policy makers and implementers, development partners and other institutions
- Spearhead the quality of all Policy Capacity Development and knowledge management outputs and reports from directorate as per the Institutes mandate
- Overseeing the delivery of directorate outputs including capacity development and quality research outputs for Young Professionals
- Overseeing project planning, budgeting and implementation in the Directorate
- Overseeing the implementation of work plan and contracted Policy Capacity Development projects
- Guiding the preparation of the quarterly and annual reports for management, Board, Performance contracting and donors
- Leading the promotion, coordination, monitoring and evaluation of the Institute’s capacity-building policy and strategy
- Overseeing collaborative Capacity Development, partnerships, and knowledge management
- Managing and coordinating the implementation of Performance management targets in the directorate, and
- Spearheading the development, and execution of Policy Capacity Development strategy, policy repository strategy, knowledge management strategy, and resource mobilization strategy for the Institute

Qualifications
Person Specifications
For appointment to this grade, an officer must have;
- Cumulative service period of fifteen (15) years, five (5) of which should have been at least at the grade of Assistant Director, Capacity Development/Partnership/knowledge management or comparable position
- Bachelor’s degree in any of the following: Education, Economics, Public policy, Development studies, Public administration, Governance, Strategic management, Curriculum development, information science, Knowledge Management; Publishing, Library Science; Records Management; Communication; Information Studies or related social sciences
- Master’s degree in any of the following: Education, Economics, Public policy, Development studies, Public administration, Governance, Strategic management, Curriculum development, information science or related social sciences
- PhD degree in any of the following: Education, Economics, Public policy, Development studies, Public administration, Governance, Strategic management, Curriculum development, information science or related social sciences
- Leadership course lasting not less than four (4) weeks from a recognized institution
- Membership in relevant professional body where applicable
- Proficiency in computer applications and digital tools for knowledge and capacity development
- Proficiency in social and economic modelling
- Proficiency in developing Policy Capacity Development curriculum and programmes
- Proficiency in developing public policies.
